Call 2015 for requesting financing from the Fund for Dependency Support begins
Today begins the period for submitting infrastructure and/or services projects for the System for the Autonomy and Care for Dependent Persons (SAAD). Until December 31st, companies will be able to ask for financial support from the Fund for Supporting Dependent Persons which was passed by the Government, and which for this year amounts in total to 71 M€.
The companies which can submit their bids to this 7th call are those which have projects for the setup, expansion and refurbishment of infrastructures or services linked to supporting dependent persons, including the residential, day-care centers, attention at home, remote assistance, accessibility, and new technologies applied to personal autonomy. Previous calls closed with the authorization of 37 investment projects, of which 27 were concluded for a total amount of 51.3 M€.
The financing to be granted will range between 200,000 and 3,000,000 € for each investment project, with an interest rate which will be determined on the basis of the project submitted and along the rates in force in the financial market at each time. The financing tools to be used will be participative loans and long-term loans.
The criteria for determining the priority will be, among others, the financial and technical feasibility, the project’s soundness and of its promoters, its impact on employment, the offer of places and of services paid in part or in their totality by the Administration, the financial multiplier of the financing to be granted, and the immediacy of the implementation.
Interested parties can find all the required information for submitting their projects on the website www.sepides.es/fondependencia, which includes the form for the business plan, the form for the explicative memory, and the requesting form, as well as all the remaining documentation which must be submitted and supplementary information. The requests must be submitted by post.
The Fund for the Support of Dependent Persons was setup by Law 2/2008, on December 23rd, of the State General Budget for 2009, with the goal of providing financial support to the companies which carry out the activity of promoting and developing infrastructures and services of the System for the Autonomy and Care for Dependent Persons. The endowment for the Fund is provided by the Ministry for Health, Social Services and Gender Equality, from the State General Budget.
The Fund’s management is entrusted to the Spanish state-owned industrial holding company Sociedad Estatal de Participaciones Industriales (SEPI), as a result of the Collaboration Agreement concluded between the Ministry of Economics and the Treasury, the Ministry of Health and Social Policy, and SEPI itself, which becomes a collaborating entity for developing the Dependency Act. SEPI entrusted to its affiliated company SEPIDES the management of this Fund; SEPIDES is a company specialized in corporate promotion through the analysis and financing of corporate projects and in managing similar funds.
The Fund seeks to promote productive investments, both public and private ones, and which aims to promote the collaboration between both sectors, increase the confidence of the companies present in this industry, introduce liquidity into the system, and contributing to the role of the State as a promoter of the Economy. With this goal, the Fund will provide real financing means to the companies for expanding and consolidating their projects, in a market with a significant growth potential, and contribute to developing the Dependency Law.
SEPIDES belongs to Grupo SEPI, a corporate holding which includes a total of 16 state-owned companies in which it has direct, majority shareholding participations, with a final workforce of more than 74,000 professionals in 2013; the Spanish state-owned television and radio corporation, Corporación Radiotelevisión Española, which is attached to SEPI, and one public foundation. Equally, SEPI has direct minority shareholdings in a further ten companies, and indirect shareholdings in more than one hundred companies.
