Toledo hosts the second series of the monographic symposium on the ATC

More than forty journalists participated yesterday in Toledo in the second series of the monographic symposium about the temporary nuclear storage facility (Almacén Temporal Centralizado or ATC) which took place at the law and social sciences school of the Universidad de Castilla-La Mancha (UCLM); they were informed that on February 5th work had began on the construction of the Incubator and Joint Laboratory buildings which are envisaged in the no-nuclear area of the ATC at Villar de Cañas.

A facility which represents “a great State project”, as was defined by ENRESA’s Chairperson, Mr. Francisco Gil Ortega, during the symposium’s inauguration ceremony. Besides, he stated that both the Incubator and the attached laboratory will be a reality at the beginning of next year and that in March they will be able to host the companies which they will include. It is a facility which “will be born alive” since – in the words of Mr. Gil Ortega – “there are already enough interested companies”.

Furthermore, Enresa’s Chairperson stressed that the deadlines are being met by the Company - the ATC will be completed at the start of 2018 – without incurring in any cost overrun. A fact on which dealt during his speech Enresa’s Technical Manager, Mr. Álvaro Rodríguez Beceiro, who highlighted that “there is no budgetary deviation” and that the Company is fulfilling the timetable.

The work on the nuclear part of the facility will begin in 2015

Equally, Mr. Rodríguez Beceiro stated that last January 13th took place one of the most important milestones of the project and its licensing, when Enresa simultaneously submitted at the Ministry of Industry, Energy and Tourism the applications for the ATC’s pre authorization and construction. The work on the nuclear part of the facility will begin in 2015, once Enresa obtains the authorizations requested, he added.

During the ceremony, which was attended also by the UCLM’s Vice-Chancellor, Mr. Miguel Ángel Collado; the Director-General for Roads of the Public Works Department of the regional Government of Castilla-La Mancha, Ms. Margarita Torres; and the mayor of Villar de Cañas, Mr. José María Saiz; it was recalled that the official beginning of the ATC took place in 2004, when the Spanish Lower House of Parliament decided by a majority vote to build it.

The generic design was authorized by the Consejo de Seguridad Nuclear (Spain’s nuclear safety board) in 2006 and in December 2011 the Government took the decision to build it at the town of Villar de Cañas, in the province of Cuenca. The first phase of the land characterization backed the location’s full suitability.

The ATC is a passive facility which will produce neither energy, nor nuclear reactions, and which will have a multiple armored system within an automated process. It will make possible to collect in one place and optimize the management of high-level activity waste generated by the Spanish nuclear power plants, and it provides a solution which will homologate Spain with such countries as The Netherlands, the United Kingdom, the United States, Sweden, Switzerland or France.

Roads leading to Villar de Cañas will be improved

The Director-General for Roads highlighted the agreement which Enresa has concluded with the regional Government of Castilla-La Mancha by which the roads leading to Villar de Cañas will be improved. The budget for this reaches 18 M€, and it will affect 33 kilometers of roads, belonging to four sections of the local roads 3009 and 3118, something “which will favor not just Villar de Cañas but to all the surrounding municipalities”.

Enresa’s Engineering Manager, Mr. Pablo Zuloaga and the heads of the ATC Engineering and of Soils and R&D, Mr. Mariano Navarro and Mr. Julio Astudillo, respectively, also talked during this meeting on the progress made in the design of the nuclear facility, its technological center, the Business Park, the infrastructure and its characterization plan.
