The new call for submitting projects which can be financed by the Dependency Support Fund during 2013 is open
Tomorrow will be opened the term for the call for the submission by the interested companies of infrastructure and/or services projects for the System for the Autonomy and Care of Dependant Persons (SAAD in Spanish) which will be entitled to receive financial support from the Fund for Dependency Support authorized by the Government. The above Fund has a total volume of 61 M€, of which 15 M€ are available for the 2013 call.
The Dependency Support Fund was created by Act 2/2008, on December 23rd, of the State Budgets for 2009, with the goal of providing financial support to those companies which are engaged in promoting and developing infrastructures and services for the System for the Autonomy and Care of Dependant Persons. The money for the Fund comes from the Ministry of Health, Social Services and Gender Equality, from the State Budgets.
The management of the Fund has been entrusted to the state-owned holding company Sociedad Estatal de Participaciones Industriales (SEPI), as a result of the Collaboration Agreement concluded between the Ministry of Economics and Competitiveness, the Ministry for Health and Social Policy, and SEPI itself, which becomes a collaborating entity in the development of the Dependency Act. SEPI handed over the management of this Fund to its affiliated company SEPIDES. This company, which is a tool and a technical service for the Central Government and for SEPI, is specialized on entrepreneurial promotion through the analysis and financing of corporate projects, and in managing similar funds.

Those who can benefit from this call are those companies which submit projects for setting up, expanding and/or adapting infrastructures and/or services regarding the development and implementation of the System for the Autonomy and Care of Dependant Persons. Its application scope includes the infrastructure and service projects in the residential field, day-care-centers, care-at-home, remote care, accessibility and new technologies applied to the personal autonomy and care to dependant persons.
The financing lines in this fifth series of the call are participative loans and long-term credits, with an interest rate which will be set according to the project submitted and along the rates in the financial market at each time. The criteria for giving priority to the projects will be, among others, the project’s economic and technical soundness and of its promoters, its impact on employment, the reaching of agreements on the places and services with the Administration, the multiplying effect of the financing to be granted, and the immediate nature of the project.
The Fund reflects the commitment with the promotion of productive investments, both public and private, which seek to promote the collaboration between both sectors, introduce liquidity into the system, and make use of the State as a wealth-generating agent. With this purpose, the Fund will provide real financing means to companies, so that these can use those means for expanding and consolidating their projects, within a market which features a high growth potential, and contributing to developing the Dependency Act.
SEPIDES belongs to Grupo SEPI, a corporate holding which includes a total of 18 state-owned companies in which it has direct, majority shareholding participations, with a workforce 80,000 professionals; it also includes the Spanish state-owned television and radio corporation, Corporación Radiotelevisión Española, which is attached to SEPI, and one public foundation. Equally, SEPI has direct minority shareholdings in a further seven companies, and indirect shareholdings in more than one hundred companies.
