SEPI promotes the reactivation of the landsite of the former IZAR's Engines Factory in Valencia
Presentation of the Master Plan Elcano 2.0 Motor de Innovación Urbana
The Chairman of the state-owned holding company Sociedad Estatal de Participaciones Industriales (SEPI), Mr. Enrique Martínez Robles, presided today over the presentation of the so-called Master Plan Elcano 2.0 Motor de Innovación Urbana, (Elcano 2.0 Engine for Urban Regeneration), an urban project which will take place on the 170,000 square meters on which was located the former IZAR's Engines Factory, in the municipalities of Quart de Poblet and Manises, in the province of Valencia. In the presentation were also present the person in charge of the Territory, Environment and Landscape of the regional Government, Ms. Aránzazu Muñoz Criado, the Mayor of Quart de Poblet, Ms. Carmen Martínez Ramírez, and the Mayor of Manises, Mr. Enrique Crespo Calatrava.
SEPI and its affiliated company SEPIDES are the promoters of this Master Plan, in which collaborate the regional Government of Valencia and the municipalities of Quart de Poblet and Manises, with the objective of developing an area which will attract new entrepreneurial activities and employment to the surrounding area. It is a public-interest initiative which will include housing, work and leisure, and which will take into account innovation and sustainability criteria.
The project envisages the conservation and restoration of the industrial buildings which might be more interesting for the future uses of Elcano 2.0, around 50% of those in existence. It is also stipulated that at least 50% of the housing development will enjoy some financial aid regime. Around 24,000 square meters are earmarked for public services, 13,000 square meters for educational purposes, and 11,000 square meters for sporting, health and other activities; besides, around 32,000 square meters will be devoted to green areas. It is estimated that the development of Elcano 2.0 will generate on average 1,500 jobs per year, and 500 when it will be operating, with an average yearly income tax for the municipalities involved of around EUR 2.5M.
SEPI has reasserted its commitment with this area¿s future, taking over, together with SEPIDES, the leading role in this innovative urban project. It is intended that Elcano 2.0 becomes an economic promotion engine, as the former IZAR's Engines Factory was in the past.
The important collaboration which has been provided by the municipalities on which the project takes place, Quart de Poblet and Manises, as well as the support given by the regional Government of the Generalitat Valenciana through its Infrastructures, Territory and Environment Department, highlights the value which presents the joint work carried out by the organizations involved, SEPI, the Generalitat Valenciana, and the city councils, for achieving the goals set. This collaboration in the Comunitat Valenciana region has the precedent of the Parc Sagunt development, an industrial plan which involved more than 3 Million square meters in the Sagunt's municipality, in the province of Valencia.
Making use of the industrial heritage
The Fundación Metrópoli, in collaboration with the London's Studio Foster+Partners, has been awarded the technical design of the Master Plan Elcano 2.0, in line with the territorial strategy of the Generalitat Valenciana and drawing inspiration from some of the most innovative international experiences.
Elcano 2.0 proposes that the current industrial buildings constitute the outstanding architectonical reference of the urban project, preserving the cultural interest of the industrial heritage through the rehabilitation and reuse of the structures built in the past through designs based on flexibility and the combination of production, residential, commercial and services uses, as well as hotel and leisure areas. In place of some of the current facilities new buildings will be erected, which will feature a contemporary architecture, respecting the urban structure of the place.
The large central building will become the multifunctional nexus of the urban area, and will operate as an area with a commercial use, as well as for staging assorted activities which guarantee the urban life. This multifunctional nexus, other buildings which will have a multiuse function, as well as a hotel, will concentrate the most valued industrial architecture, being the part which will better preserve the place's collective memory.
Besides the small-scale business park available for the set up of new enterprises there will be an important residential offer, of which half will enjoy some degree of financial aid for its purchase. The school facilities envisaged will allow to cover the schooling needs of the future inhabitants, as well as those of the surrounding area, together with the built-up and open air areas for sporting and leisure activities.
Elcano 2.0 will become a nexus which will link the surrounding natural areas, such as Barranco del Salto del Agua and such important natural assets as the Parque Fluvial del Turia. The project will include too new urban links with the remaining metropolitan area, the near airport, the high-speed railway, and the seaport and the town of Valencia, strengthening the subway network, the roads and motorways, and the environmental systems. This will change its current isolation with regard to its environment, making it possible its full integration within the current urban structure.
In keeping with the sustainability criterion used for the design of this urban area, use will be made during its development of materials which respect the Environment, as well as of renewable energies and the set up of mobility systems adapted to the pedestrian use and collective means of transport, contributing in this way to the area's urban and environmental improvement.
