Bill for Financing the Corporación de Radio y Televisión Española
The Council of Ministers, after receiving the mandatory reports, has approved the submission to the Parliament of the Bill for Financing the Corporación Radio y Televisión Española (the Spanish state-owned radio and television corporation). The State Council reported favorably on the Bill, and its observations have been taken into account in the Bill's text.
The Bill, for whose passing through the stages of the Parliamentary procedure has been required the urgent procedure, is based on the model of an independent, high quality, state-owned radio and television, aimed at a majority audience and at the service of the citizens, which now will be financed solely with State funds.
The decrease of advertisement in the State mass media was already taking place, as was envisaged in the Act for the Reform of the State-Owned Media and in the Framework Mandate passed by Parliament on December 2007. Once the Act , whose Bill is submitted now to Parliament, comes into force, Televisión Española will finally waive its right to broadcast commercial aids.
A very significant part of the Corporation's income will still be, as until now, the State contribution, through the General State Budget, for the obligation to provide a public service which has been entrusted to the State mass media. The remaining income, which up to now was provided by commercial advertisements, will be generated as follows:
Limits on the purchase of broadcasting rights of sport events
The Corporation can only apply the public income to financing public service activities, and cannot be used for overbidding competitors for broadcasting rights for highly valuable content. In this sense, the Bill limits to 10% of the yearly budget for procurement and purchases the acquisition of broadcasting rights for sport events, with the exclusion of the Olympic and Para-Olympic Games.
Besides, the norm strengthens the public-service nature of Corporación RTVE. As a result, it stipulates the requirement of including in its programming spaces for political parties, trade unions and social agents, the broadcast of the main Parliamentary discussions, children programs with suitable content and timetables, and election debates.
Also progress will be made in making it more accessible to disabled persons, in supporting Spanish films, and in the support and broadcast of the European audiovisual industry.
